Koror, Palau – The Bureau of Customs and Border Protection proudly announces the official swearing-in of Mr. Bradley O. Kumangai as the new Chief of Immigration under the Division of Immigration. The ceremony took place on Wednesday, April 22, 2026, at the Immigration Office marking a new chapter in leadership for Palau’s immigration services.
The Oath of Office was administered by the Director of the Bureau of Public Safety, Mr. Curtis Elobt, and witnessed by Acting Director of the Bureau of Customs and Border Protection, Mrs. Joline S. Spesungel, Chief of Border Management & Enforcement, Mr. Clint Mersai, Chief of Biosecurity, Mr. Devon Andreas and Chief of Corporate Services, Mr. Robert Tarkong. Immigration officers, along with Mr. Kumangai’s family members, were also present to commemorate the occasion.
Mr. Kumangai brings extensive experience in law enforcement and public service, having previously served with the Bureau of Public Safety and later with the Special Prosecutor’s Office. He also currently serves as Chairman of the Board of Directors for PNCC and as a Deacon in his church, reflecting his longstanding commitment to leadership and service within the community. His professional background and knowledge of law enforcement processes make him a strong addition to the Bureau’s leadership team.
As Chief of Immigration, Mr. Kumangai will oversee immigration operations, ensure the enforcement of immigration laws and regulations, strengthen inter-agency coordination, and support the continued modernization of immigration services. His leadership is expected to reinforce institutional integrity, improve operational efficiency, and enhance services to the public and traveling community.
