OFFICIAL PUBLIC NOTICE
Immigration Advisory for Flagged Countries
Effective March 30, 2026
On February 11, 2026, the President of the Republic of Palau issued Executive Order No. 499 to strengthen border security and ensure lawful entry into the Republic of Palau.
Pursuant to Executive Order No. 499 and Title 13 of the Palau National Code, the Bureau of Customs and Border Protection (BCBP) hereby advises the public, all carriers, and relevant stakeholders that a Pre-Clearance Protocol has been implemented for travelers from designated flagged countries.
This protocol is intended to support lawful entry procedures, improve border screening measures, and ensure compliance with the immigration laws of the Republic of Palau.
WHO MUST APPLY
The following individuals are required to undergo the pre-clearance process before traveling to Palau:

| 12 | Vanuatu |
- Travelers entering Palau with invitations from Palauan hosts.
- Diplomatic travelers, subject to the additional requirements set out below.
WHAT YOU NEED TO SUBMIT
- Completed Pre-Clearance Application Form;
- QR Code Form or Palau Entry Arrival Form submission;
- Passport bio-page;
- Non-refundable return ticket;
- Accommodation confirmation;
- Proof of sufficient funds;
- Invitation letter, if applicable; and
- Optional references for verification.
WHEN TO APPLY
- Applications must be submitted no fewer than five (5) days before the intended date of travel.
- Emergency submissions within twenty-four (24) hours will only be considered for diplomatic missions, medical emergencies, and government-invited delegations.
CARRIER OBLIGATIONS
All carriers transporting passengers to Palau must comply with Executive Order No. 499 and are responsible for ensuring that no traveler from a flagged or excluded country boards without written confirmation of clearance, as required under the Executive Order.
DIPLOMATIC TRAVELERS
Diplomatic travelers must submit the following documents:
- Valid diplomatic passport;
- Official duty orders;
- Invitation from the Ministry of State; and
- Compliance with Vienna Convention protocols.
DURATION OF STAY
- Entry will only be granted for the duration shown on the return ticket and shall not exceed thirty (30) days.
- No extensions will be granted unless approved through a formal visa or permit process.
