Palau Takes Major Step Towards Developing National Migration Policy

Malakal – The Government of Palau, with technical assistance from the International Organization for Migration (IOM), has made significant progress in creating the country’s first national migration policy. On February 6-7, 2025, stakeholders convened in Malakal to review findings from a research study on Palau’s migration context.

The study, conducted by IOM and commissioned by the Government of Palau, forms the foundation for the nation’s migration policy. IOM consulted nearly 30 key stakeholders and conducted an extensive literature review to ensure the policy is based on robust data and evidence.

The workshop brought together members of the Coordinated Border Management (CBM) Working Group, government entities, civil society organizations, migrant associations, the diplomatic corps, and other key actors involved in migration governance.

Participants discussed five critical themes: Emigration, Diaspora Engagement, and Return; Migrant Worker Issues; Trafficking in Persons; Internal Migration; and Border Management and Law Enforcement.

During the workshop, stakeholders validated the research findings and considered how the policy could address Palau’s unique migration challenges and opportunities. They also explored solutions for supporting the return and reintegration of Palauan living abroad, hiring foreign migrant workers, climate-induced displacement, and strengthening border management systems.

“The insights gathered during this workshop will ensure that Palau’s migration policy is comprehensive, inclusive, and responsive to the country’s needs,” said Mr. John Tarkong Jr., Director, Bureau of Customs and Border Protection. “Through collaborative efforts, we are building a stronger framework to manage migration effectively and harness its benefits for Palau’s socioeconomic development.”

IOM’s Chief of Mission for Micronesia, Salvatore Sortino, emphasized the organization’s commitment to supporting Palau’s migration governance efforts. “Migration, when well-managed, can be a powerful driver of economic and social development. This policy will help Palau address challenges while unlocking the benefits of migration for its people. We are proud to support the Government of Palau in this crucial initiative,” Sortino said.

The policy is being developed under the Building Bridges: Developing a Comprehensive National Migration Policy for the Republic of Palau project, which was launched in February 2024 in the presence of President Surangel Whipps Jr. and his Cabinet of Ministers. Funded by the IOM Development Fund, the project aims to enhance migration governance frameworks through improved coordination, policy development, and capacity-building initiatives tailored to national contexts.

As part of this initiative, in May 2024, IOM conducted a three-day ‘Migration Management’ course for Palauan government officials to equip them with the tools and knowledge necessary for active participation in policy formulation. These officials applied their newfound skills and insights during the recent research validation workshop.

The research validation workshop marked an essential step in Palau’s journey towards a structured and strategic approach to migration management. The policy development process will continue in the coming months, ensuring that all stakeholders remain engaged in shaping a migration framework that benefits Palau and its people.

BCBP Marks 1-Year Anniversary of ASYCUDA Implementation

The Bureau of Customs and Border Protection (BCBP) proudly marks the one-year anniversary of the implementation of the Automated System for Customs Data (ASYCUDA), a major milestone in the modernization of Palau’s customs and trade processing system. Since its launch on January 22, 2024, ASYCUDA has significantly enhanced the efficiency of declaration processing for Bills and Manifests, streamlining operations for Stevedores, Shipping Agents, Freight Forwarders, and certified brokers.

The implementation of ASYCUDA has transformed the customs clearance process by reducing manual paperwork, expediting processing times, and improving transparency in trade transactions. Over the past year, stakeholders have benefited from a seamless and more structured approach to customs procedures, ensuring smoother trade facilitation and compliance with international standards.

One of the most significant advancements came in November 2024 with the launch of the first online payment option, allowing users to clear their goods completely online. This digital payment integration has further revolutionized the customs process, providing greater convenience for businesses and individuals while reducing the need for in-person transactions. The success of this initiative underscores Palau’s commitment to leveraging technology to enhance trade efficiency and border security.

Looking ahead, BCBP remains committed to continuous innovation and development. Efforts are already underway to further enhance system functionalities, optimize user experience, and integrate additional digital solutions to support border security and trade facilitation. These ongoing initiatives reflect BCBP’s dedication to ensuring effectiveness, efficiency, and a forward-thinking approach to customs management in Palau.

A delegation from the Republic of Marshall Islands Tax Reform and Modernization Commission recently wrapped up their visit to the Republic of Palau, participating in a comprehensive exchange of knowledge on digital transformation in customs and trade through #ASYCUDAWorld.

During their visit, the delegation observed the implementation and operation of the ASYCUDAWorld system for customs clearances at the Palau Bureau of Customs and Border Protection (BCBP). 

Special thanks to the Resident ASYCUDA Expert, Mr. Mohammed Rizwan Khan, for the insightful live demonstration of the system. His presentation showcased how ASYCUDAWorld is transforming trade processes and enhancing the collection of the Palau Goods and Services Tax (PGST). This visit underscores the importance of regional collaboration in driving reforms that shape customs and trade, paving the way for better opportunities and stronger economies throughout the region.

Palau BCBP Launches E-payment

[16 December 2024; Republic of Palau] In a major step toward enhancing efficiency and streamlining trade processes, the Bureau of Customs and Border Protection (BCBP) of the Republic of Palau has implemented an electronic payment system.

This innovative solution developed by the United Nations Trade and Development’s (UNCTAD) ASYCUDA Pacific Programme, allows traders and importers to pay customs duties and taxes online, eliminating the need for physical visits to the customs office.

The e-payment system is designed by the ASYCUDA expert as requested by BCBP, to significantly reduce the time required for customs payments, enabling users to complete transactions instantaneously from anywhere, at any time.

The real-time nature of the e-payment system ensures that payments are reflected instantly in the ASYCUDA system (an automated customs management software), facilitating immediate access to receipts.

The development of this system over the last few months marks a significant milestone in Palau’s efforts to integrate digital solutions into its customs procedures, ultimately benefiting the trade community and contributing to the nation’s economic growth.

Therefore, importers can now make secure payments online, further streamlining the import process and enhancing overall efficiency.

During the official launch of the e-payment system, the President of the Republic of Palau, Mr. Surangel Whipps Jr. shared that the process was ongoing for the last two years.

 “Today we celebrate the start of the online payment system,” Mr. Whipps Jr. said.

 “Ultimately our goal was to modernize the system, to make it more efficient, to make it more customer friendly. And part of the efficiency is to make sure it gets done quickly so people don’t have to wait,” he highlighted.

Noting that change is often difficult, Mr. Whipps Jr. further acknowledged the businesses and public for adapting to the initiative.

The UN Trade and Development’s Regional Coordinator for Asia and the Pacific, Mr. Jayvee Santos, said Palau implemented the online program with a remarkable speed.

“Palau was able to do it in a matter of months and it is a great testament to coordination between Customs and other government teams, and motivation for innovation,” Mr. Santos stated.

The successful implementation of the e-payment system was supported by the European Union funded Improving Pacific Islands Customs and Trade (IMPACT) Project implemented by the UN Trade and Development.

Since joining the ASYCUDA project in 2022, Ashley has been instrumental in its successful implementation, providing critical user support, leading training sessions, and developing Standard Operating Procedures (SOPs) that have greatly benefited the Bureau. Her ability to balance her primary duties with her responsibilities on the project has been exemplary, ensuring smooth operational transitions while fostering confidence among her colleagues.

Republic of China, Taiwan – Donates Field Test Kits to help Fight Against Drugs

KOROR, PALAU — In our efforts to eradicate illegal drug use from homes and schools, Xie Xie to Republic of China – Taiwan for their donation of field drug tests.

The tests can be used by public safety officers at the Bureau of Public Safety, Customs and Border Protection, Palau International Airport and the Palau Post Office to test for illegal substances. The test kits can provide results for various substances in about 5 minutes.

H.E. Ambassador Jessica C. Lee and a team of investigators from Taiwan presented the test kits to President Surangel S. Whipps Jr. and members of the Coordinated Border Management Working Group on Oct. 25, 2024.

Palau BCBP Announcement of Established Bonded Warehouse Facilities

3 September 2024 – Koror, Palau – Businesses dealing with excisable products in the Republic of Palau can now set up bonded warehouse facilities, marking a significant step forward in streamlining customs processes in the country.

This new development is the result of enhanced capabilities within the Republic of Palau’s Bureau of Customs and Border Protection (BCBP) through the implementation of the UN Trade and Development (UNCTAD)-backed ASYCUDA system. Previously, the absence of formal customs bonded warehouse processes in Palau, posed challenges for businesses to manage their duties and taxes efficiently.

With the introduction of ASYCUDA, the process has been fully automated, allowing for real-time tracking and management of excise goods in bonded warehouses. This automation ensures that customs processes are transparent, efficient, and secure, benefiting both the government and the business community.

The automation of these processes is supported by the European Union-funded Improving Pacific Islands Customs and Trade (IMPACT) project implemented by UN Trade and Development. By centralizing and automating customs operations, the ASYCUDA system enables better monitoring and control of excise goods, ensuring compliance with regulatory standards.

Palau Customs Broker Agents Highlight Efficiency with ASCYCUDA

The Republic of Palau’s Bureau of Customs and Border Protection recently implemented the cutting-edge ASYCUDAWorld system, developed by the United Nations Trade and Development (UNCTAD).

This move has transformed the trading community’s experience, streamlining nationwide customs processes and mandating use of the automated system by customs brokers and agents.

For Ms. Avonlea Niro, a declarant at KRW Company in the Republic of Palau, mastering the intricacies of customs clearance processes on the digital ASYCUDAWorld system has been a journey of learning so far.

Learning the ropes of the system was initially daunting, but with determination, I turned the challenges into opportunities,” Ms. Niro reflected. Ms. Niro had to immerse herself in understanding the complexities of the automated system, moving away from traditional paperwork.

One significant hurdle she encountered was navigating the online form-filling maze. However, the unwavering support of the ASYCUDA team at the Palau BCBP proved invaluable. Not only did Ms. Niro grasp the nuances of the forms, but she also learned the ropes of efficient submission.

The ASYCUDA TEAM was instrumental in my learning journey, their guidance was invaluable in simplifying the process for my understanding,” Ms. Niro said. The advent of ASYCUDA brought a paradigm shift, revolutionizing Ms Niro’s workflow. The seamless, paperless approach not only saves time but also reduces unnecessary paperwork, allowing customs stakeholders like Ms. Niro to focus on efficient service delivery.

Simply put, she says,

This system saved me time and papers. Now I don’t have to finish the paper or make two set of it (duplicate) and bring it with a flash drive to custom office. I can simply scan the necessary documents with the form and send it online and I just go back in the system to see if its ready for payment and go onwards from there.” ASYCUDA has been a game-changer for Ms. Niro in more ways than one. “I can now work from anywhere with an internet connectionit’s liberating!” The flexibility afforded by ASYCUDA allows her to seamlessly manage customs clearance processes, transcending geographical boundaries.

But it doesn’t stop there.

In Ms. Niro’s narrative, ASYCUDA isn’t merely a system; it’s a catalyst for efficiency, productivity, and customer satisfaction—a testament to the power of innovation in simplifying complex processes.

The efficient and cost-effective system is even keeping our clients happy given that they also save money and clearances are faster than before,” she said.

Ms. Rushlyn Ueki, a declarant at Surangel & Sons Company, also highlighted her journey following the transformation. Ms. Ueki and her team were learning to grasp the system while at the same time trying to clear shipments for their clients on time.

With ASYCUDA, things have really changed. Before it took us a week to clear all shipments and now it takes us only a couple of days,” Ms. Ueki added.

“Given our high standards of compliance, our company is on Green Lane now, and the processes are even faster. We don’t need to keep checking and waiting for validation. We can just process and we are ready to pay. This system saves us time and money.” she further elaborated.

The impact of ASYCUDA is tangible. Following the January 2024 launch of the ASYCUDAWorld system, Palau witnessed a remarkable 53% increase in customs revenue by mid-March, compared to the same period last year.

This transformation was made possible through the European Union (EU)-funded Improving Pacific Islands Customs and Trade (IMPACT) project, implemented by UNCTAD.
