Airai, Palau — On January 13, 2026 — The Embassy of Japan hosted an official tour in Palau under the Economic and Social Development Programme Grant, joined by Members of the Japanese House of Councillors, to include Honorable Toshiharu Furukawa, Honorable Taro Yamada, Honorable Jiro Hata, and Honorable Mami Tamura.
The tour highlighted Japan’s continued assistance to Palau, with a particular focus on infrastructure, facility, and equipment upgrades at Palau International Airport. These improvements primarily support the Bureau of Aviation and the Bureau of Customs and Border Protection, strengthening both aviation operations and border security.
During the walkthrough of the airport’s departure building, the delegation observed the check-in counters, murals, passenger screening and immigration areas, terminal facilities, airline jetway bridge, arrival immigration processing area, and the Customs X-ray systems installed at the arrivals area and Secondary Inspection Room.
Prior to the site visit, the delegation paid a courtesy call on the Charles Obichang, Minister of Public Infrastructure and Industries. Minister Obichang expressed Palau’s sincere appreciation to the Government of Japan for its steadfast support to the nation’s development as a small island state. Koror, Palau – December 15, 2025 — At the One Stop Shop, Office of the President, UNCTAD In-Country Expert Mr. Rizwan Khan, together with the Chiefs of the five divisions of the Bureau of Customs and Border Protection, formally met with His Excellency President Surangel S. Whipps, Jr. to officially hand over the National Single Window Blueprint.
The Government of the Republic of Palau extends its sincere appreciation to the European Union, through the IMPACT Project, for its financial and technical support in undertaking the Single Window Blueprint Assessment. Recognition is also extended to the Coordinated Border Management Working Group, the former Director of the Bureau of Customs and Border Protection, Mr. John Tarkong Jr., the ASYCUDA Project Team, and especially Mr. Rizwan Khan for his leadership and expertise in guiding the assessment process and developing the Blueprint.
The National Single Window Blueprint reviewed the business processes, legal frameworks, permit and licensing requirements, and operational capacities of fourteen (14) government stakeholder agencies involved in trade and travel in the Republic of Palau. The assessment aims to establish a single digital portal environment that will allow importers, exporters, businesses and travelling public to submit applications, upload required documents, track status, and enable real-time information sharing among agencies. This approach is expected to improve transparency, reduce processing times, and enhance overall efficiency in border clearance and government service delivery.
The assessment document provides a detailed analysis of current procedures, identifies operational gaps, and offers clear recommendations for improving effectiveness through business process reengineering. Particular emphasis is placed on trade and facilitation, reducing unnecessary bureaucratic barriers, and strengthening coordinated border management across government institutions.
This formal handover signifies the completion and official submission of the National Single Window Blueprint Report. The next phase of the initiative rests with the Government of Palau to advance implementation planning and system integration. As proposed by former BCBP Director John Tarkong Jr., the initial phase of implementation will focus on priority modules, including Biosecurity, the Immigration Online Visa System, labor work permit processing, and the Online Passenger Arrival Declaration with QR code generation, integrated with the Customs ASYCUDA system. These components will serve as the foundation for the National Single Window, with future expansion planned to include additional sectors such as health, marine transportation, and agriculture, to name a few.
This milestone would not have been possible without the support of the European Union through the IMPACT Project and the active collaboration of all participating government stakeholders who contributed their expertise and operational input throughout the assessment process. The Government of Palau looks forward to the continued advancement of this initiative and remains committed to realizing the National Single Window as a key pillar of modernization, trade facilitation, and coordinated border management for the Republic of Palau.
On December 5, 2025 – The Bureau of Customs and Border Protection (BCBP) held a Final Inspection and Farewell Ceremony at the One Stop Shop Building to honor outgoing Director John Tarkong Jr., who retires after 32 years of dedicated government service—including 26 years with Customs and 6 years with the Bureau of Public Safety.
The ceremony also served as a formal recognition of the continued service and commitment of all Customs, Immigration, and Biosecurity (CIB) officers who safeguard Palau’s borders every day.
The event was witnessed by His Excellency President Surangel S. Whipps Jr., along with Ministry of Finance Director Gail Rengiil, Director Elway Ikeda, Director Eden Uchel, and Director Conrad Ellechel.
In his final address, Director Tarkong conducted a formal inspection of officers and expressed deep appreciation for their unwavering professionalism and sacrifice. “As border security law enforcement officers, it is our responsibility to uphold the safety and security of Palau and its citizens,” Tarkong stated. “We took an oath, and it is up to us to keep that promise of protection. I thank each and every one of you for your continued service—your long nights, your dedication, and your professionalism do not go unnoticed. Together, we have built a resilient institution that safeguards our nation’s borders with integrity and pride.”
President Whipps commended Director Tarkong’s enduring legacy and his pivotal role in strengthening Palau’s national security. “Director Tarkong leaves behind a legacy of discipline, integrity, and unwavering service,” President Whipps said. “Through drug and immigration interdictions, modernization of customs systems, and his leadership across the bureau and the community—including his commitment to Palau’s wrestling team—he has strengthened our nation. Even in retirement, we will continue to seek his guidance and wisdom.”
The President concluded the ceremony by presenting Director Tarkong with the Certificate of Distinguished Service, recognizing his lasting contributions to Palau.
As BCBP enters a new chapter of leadership, today’s ceremony reaffirmed the Bureau’s continued commitment to strong, unified border protection—particularly in an era of increasing risks from illegal drugs, illicit activities, and biosecurity threats.
On October 16, 2025 – Marked a significant milestone for the Republic of Palau with the successful completion of the final validation workshop for the draft National Migration Policy and Action Plan. This achievement represents the culmination of more than eighteen months of dedicated work, cross-sector collaboration, and extensive national dialogue.
Throughout the development process, consultations were held with over 40 stakeholders across government ministries, civil society organizations, the private sector, the Palauan diaspora, and international partners. Their perspectives and contributions have been instrumental in shaping a policy that reflects Palau’s national priorities, social context, and long-term development vision.
The Government of Palau extends its appreciation to all stakeholders who participated in this effort, helping to build a policy framework that will guide the nation’s approach to migration management, mobility, and diaspora engagement for years to come.
A special acknowledgment is extended to the International Organization for Migration (IOM) Palau team—Frederica Rodrigues, Yumie Morishita, and Natasha Katusiime—for their exceptional leadership and coordination throughout the drafting process. Their work in facilitating consultations, consolidating national inputs, drafting policy chapters, and ensuring the process remained inclusive and well-structured has been critical to the successful completion of this draft.
The draft National Migration Policy and Action Plan now moves forward to the next steps in the adoption process. Once endorsed, it will serve as Palau’s first comprehensive national framework to guide migration governance and support the country’s economic development, societal well-being, and international engagement.

The Bureau of Customs and Border Protection (BCBP) is pleased to announce the successful installation and completion of training for newly acquired X-ray equipment to strengthen inspection and screening operations across key border facilities.
Installations began on October 6, 2025, and were completed at the Palau International Airport, to include the Non-Intrusive Inspection Facility, Arrival Area, and Cargo Section — as well as at the Post Office Customs Area. A total of three mobile scanners and four medium fixed X-ray units were installed and are now operational.
Following the installation, training sessions were conducted to familiarize officers and personnel with the proper use and operation of the equipment. The Airport training was held on October 9–10, 2025, involving Customs and Biosecurity Officers, while the Post Office training took place on October 14–15, 2025, with participation from Customs, Biosecurity, and Police Officers, as well as Post Office personnel.
The training covered the basic operation and handling of the X-ray systems, including the use of color-coded imaging to analyze parcels, packages, and baggage for inspection purposes. The equipment will aid officers in detecting prohibited, restricted, or undeclared goods more effectively – supporting BCBP’s mission to safeguard Palau’s borders while facilitating legitimate trade and travel.

In a proud and solemn ceremony today, fourteen men and women took a powerful unified step into a life of service, discipline, and sacrifice as they graduated from the 30th Police Academy. Held with full honors, this morning’s Commencement Exercise gathered family, friends, government leaders, and agency representatives to celebrate a milestone that symbolizes more than achievement — it represents a sacred oath to protect and serve.
The Honorable Minister of Justice Jennifer S. Olegeriil delivered the Welcoming Remarks, opening the ceremony with words that resonated deeply with the spirit of the occasion. “Today, you are not just earning a certificate,” she said. “You are accepting the responsibility of wearing a uniform and a shield that symbolizes honor, integrity, respect, and the kind of life that reflects those values, on and off-duty.”
Paramount Chief Reklai delivered the Keynote Address, emphasizing that when in law enforcement, we must earn the trust of the public, and strive to keep it. He reiterated that policing is not just a job, but a lifelong commitment. It is a way of life that you have pledged to. Police Director Curtis Elobt closed the ceremony with, “in front of this whole crowd, you have made a promise to the people of Palau to live by the Oath you’ve just taken. If you’re unable to keep that promise, you are not deserving of calling Palau, yours!”

June 9, 2025 – Koror, Palau – The Republic of Palau is honored to host a National Workshop on the Harmonized System (HS) in collaboration with the World Customs Organization (WCO). This important initiative is designed to enhance institutional capacity in goods classification and promote efficient and standardized customs practices among Customs Officers and personnel.
Sponsored by the Customs Cooperation Fund (CCF) Japan, the four-day workshop is being held at the Civic Center in Koror and is attended by ten Palauan Customs Officers. Participants are receiving hands-on training and expert technical guidance from internationally recognized WCO specialists, including Ms. Yara Novis, Nomenclature Specialist at the WCO; Ms. Hiroko Iwasaki, WCO HS Expert for the Asia/Pacific Region; and Mr. Noa Buredua, WCO HS Pre-Accredited Expert for the Asia/Pacific Region.
The Harmonized System (HS) is a globally recognized standard for classifying goods in international trade, adopted by more than 200 countries and economies. Accurate HS classification is critical for the application of tariffs, fair customs procedures, and the generation of reliable trade statistics.
This workshop aims to strengthen the capacity of Palauan Customs Officers to accurately classify goods under the HS, deepen their understanding of tariff application principles, and promote consistency and transparency in trade practices. The training is expected to lead to greater efficiency, improved accuracy, and timely processing of customs procedures in Palau.
This initiative marks a significant step forward in Palau’s efforts to modernize its customs operations and align with international best practices. With the expertise gained through this workshop, Palau Customs is better positioned to facilitate trade, ensure compliance, and contribute to national development goals.

Koror, Palau – On May 16, 2025, the Republic of Palau’s trading community met today to validate the national Trade Single Window Blueprint.
The Blueprint outlines the design for creating a single, digital entry point for all trade-related submissions, this will enable real-time data exchange between agencies like Customs, Immigration, Biosecurity, and others.
“Today marks a significant step in our national effort to modernize trade facilitation,” said Palau’s Minister of State Mr. Gustav Aitaro.
“This Single Window Blueprint is setting scene to building a digital gateway that will serve traders, agencies, investors, and citizens alike,” Mr. Aitaro said.
Mr. Aitaro further said, “Implementing a national electronic Single Window for international trade is, as we have seen, one of the most effective ways to enhance trade facilitation. It is also key obligation under the WTO Trade Facilitation Agreement.”
Officiating the event, virtually, the Head of Delegation for the European Union to the Pacific, Her Excellency, Ms. Barbara Plinkert, highlighted Palau’s efforts toward enhancing trade facilitation and sustainable economic growth.
“This effort has already shown impressive results through setting up a standard based automated custom system, ASYCUDAWorld supported by the European Union and implemented by UN Trade and Development (UNCTAD).
“ASYCUDAWorld has already helped ease customs procedures and increase customs revenue use already in its first year of implementation,” Ms. Plinkert said.
“In fact, the electronic single window which is being validated in today’s workshop will build on this achievement since an automated custom system such as ASYCUDAWorld is a core element for any national electronic single window.
“This project is another example which demonstrates the long-standing partnership between the European Union and Palau across many sectors, be it in the areas of climate resilience, ocean management or economic development,” Ms. Plinkert emphasized.
The Blueprint was developed with technical support from the UN Trade and Development (UNCTAD).
